I am directed to inform you that you have failed to exculpate yourself to the satisfaction of the Officer Administering the Government and that the question of your suspension will be brought before the Executive Council on Thursday the 20th of December, 1905, at 2.30 p.m., when you will be allowed to appear and defend yourself orally and to call witnesses in your defence.

You will be granted an opportunity of questioning the witnesses to be examined by the Council.

I am to enclose a copy of a statement made by one Lo Pax, second boatswain of the S.S. "Cranley", which may be used against you on the 20th instant.
